before, I shall have I think no difficulty in showing how very

thin the arguments are, with one exception, on which the Com- -mittee of the Chamber have based their opinion; and that with

regard to this one exception the objection it referred to has

now been removed to the satisfaction of those who raised it. I

therefore have the honour to request that Your Excellency will not form a final opinion on the question until the arguments

on the other side are fully before you.

4.

I have the honour to point out that I am

the guardian of the public interests so far as they arise in the

Courts of Justice of the Colony, and that I am responsible for

the due economy of the public time. The proposed alterations in

the Court Vacations were made with a full sense of my respon“

-sibilities in the matter. The action, in my opinion so in-

-judicious and prejudicial to the public interests of the

Colony, which has been taken by the Committee of the Chamber,

raises therefore directly a question of confidence of the

Government in the Chief Justice, and I shall be more than sur-

-prised if, when the whole facts and arguments are placed be-

-fore them, an expression of that confidence is not forthcoming.

I have etc.,1

(sd.) F. T. Piggott,

Chief Justice.

Kis Excellency

Sir Frederick Lugard, K.C.M.G., Governor of Hongkong.
